Removes the definition of "Emergency medical services" and replaces it with two new definitions: "Practice of emergency medical services" and "Provision of emergency medical services"

"Practice of emergency medical services" means responding to perceived individual medical needs on an organized basis through an alerting and response mechanism using personnel with assessment and psychomotor skills beyond advanced first aid, with exceptions for ski patrollers holding current outdoor emergency care (OEC) credentials

"Provision of emergency medical services" means offering or deploying individuals or organizations to respond to medical emergencies outside hospitals or clinics using personnel with skills beyond advanced first aid, with exceptions for nurses, physicians, mid-level practitioners, and athletic trainers at permitted events, and ski patrollers with OEC credentials

Exempts ski patrollers who are members of the national ski patrol system and hold current OEC credentials when providing aid at ski areas without charging fees

Creates an exemption for organizations licensed under interstate compacts from the definition of "provision of emergency medical services"
