Removes the requirement that county commissioners obtain city council consent to vacate platted areas beyond one mile of city limits, but requires written notice to the city at least 30 days prior to the hearing when the plat is within one mile of city boundaries.

Clarifies that petitions to vacate plats within one mile of a city must be filed with either the city clerk (if within city boundaries) or the county commissioners (if in unincorporated county area).

Requires county commissioners to give written notice to the mayor or chief administrative officer of affected cities by regular mail at least 30 days prior to public hearings on vacation petitions for platted areas within one mile of city boundaries.

Modifies Section 50-1321 to require written notification to cities (rather than written consent) at least 30 days prior to vacation of lands within one mile of city boundaries, removing the city consent requirement.
