Creates new section 39-9005 defining "medical retainer agreements" as written contracts between medical providers and patients for routine health care services for an agreed-upon fee and time period, with either party able to terminate upon written notice.

Specifies that routine health care services include screening, assessment, diagnosis and treatment; office-dispensed supplies and prescription drugs; and laboratory work performed by associated or contracted laboratories that do not charge patient fees.

Requires medical retainer agreements to describe specific services included, prominently state in writing that the agreement is not health insurance, and prohibit providers (but not patients) from billing insurers for covered services.

Exempts medical retainer agreements from regulation as health insurance under Idaho Code Title 41 and Title 39.

Prohibits laboratories described in the definition from entering into medical retainer agreements.
