Assigns responsibility to the executive director of the state board of education, or designee, to administer and enforce provisions of the public charter school chapter and serve as commission secretary.

Changes commission authority to adopt "policies" instead of "rules" regarding governance and administration, and requires the commission to make recommendations to the state board of education regarding public charter school oversight.

Maintains the seven-member commission structure with three members appointed by the governor (subject to senate confirmation), two by the speaker of the house, and two by the president pro tempore of the senate.

Establishes a transition mechanism for appointments: first four vacancies after July 1, 2013 shall alternate between the speaker and president pro tempore, followed by three appointments by the governor.

Requires commission members to possess expertise in public and nonprofit governance, management and finance, public school leadership, assessment, curriculum and instruction, and public education law.
