Amends Section 57-818, Idaho Code to change the Equine Education Account from discretionary ("may") to mandatory ("shall") appropriation of moneys to the University of Idaho for the social science research unit to fund the Idaho horse census survey.

Removes the requirement that appropriated moneys be matched on a one-to-one basis by private contributions.

Removes the provision that transferred unexpended balances at the end of each fiscal year to the public school income fund.

Requires each periodic update of the Idaho horse census survey to be initiated by the Idaho Horse Council through a negotiated contract between the University of Idaho social science research unit and the Idaho Horse Council.

Allows the University of Idaho to expend any unexpended appropriation balances on education or research projects as agreed upon by the Idaho Horse Council, with the social science research unit invoicing the account for distribution.
