Amends Idaho Code Section 41-3608 to authorize the insurance guaranty association to provide claims handling services to run-off insurers, subject to director approval.

Requires that all association expenses related to run-off claims handling services be fully reimbursed by the run-off insurer.

Specifies that normal guaranty fund defenses do not apply to run-off claim handling and no guaranty fund assets may be used for run-off claim or expense payment.

Provides immunity from liability for member insurers, the association, its agents, employees, board of directors, and their representatives for actions taken in performing run-off claims handling activities.

Defines "run-off insurer" as a property and casualty insurer with total adjusted capital below authorized or mandatory control level risk-based capital thresholds that has ceased or will cease writing new insurance policies.
