Board of professional-technical education shall adopt Idaho quality program standards for agricultural and natural resource education programs in grades 9-12, covering instruction, curriculum development, advisory committees, student development, and community development.

Establishes incentive grant program for instructors whose programs meet or exceed quality standards, with maximum award of $10,000 per instructor, administered through the Quality Program Standards Incentive Grant Fund.

Creates start-up grant program for school districts and public charter schools to begin or re-establish agricultural and natural resource education programs in grades 9-12, with maximum of 4 grants awarded per school year at $25,000 each.

Establishes Agricultural and Natural Resource Education Program Start-Up Grant Fund to receive public and private moneys, with funds continuously appropriated for start-up grants and idle moneys invested per state treasury procedures.

Board of professional-technical education shall request funding for both grant programs in annual budget requests to legislature and shall adopt rules to implement both programs.
