Amends Idaho Code Section 40-203 to clarify procedures for abandonment and vacation of highways and public rights-of-way, including those in recorded platted subdivisions, requiring county or highway district commissioners to follow formal notice and hearing procedures.

Changes the fair market value threshold for imposing charges on acquiring entities from "twenty-five" to "two thousand five hundred dollars ($2,500)" when abandoning and vacating highway or public right-of-way parcels.

Establishes that abandonment or vacation of highways, public streets, or public rights-of-way accepted as part of recorded platted subdivisions shall be accomplished pursuant to Section 40-203, while abandonment of private rights-of-way in platted subdivisions follows Chapter 13, Title 50 procedures.

Corrects code references in Sections 50-1306A and 50-1317 to reference Section 40-203 for vacation of public streets and public rights-of-way located within highway district boundaries.

Removes references to public rights-of-way from Section 50-1317 and clarifies that county commissioners assume authority to vacate public streets and public rights-of-way pursuant to Section 40-203.
