Increases the maximum speed limit on interstate highways from 75 mph to 80 mph if the department completes an engineering and traffic study concluding the increase is in the public interest and the transportation board concurs.

Increases the maximum speed limit on state highways from 65 mph to 70 mph if the department completes an engineering and traffic study concluding the increase is in the public interest and the transportation board concurs.

Increases the maximum speed limit in nonresidential areas of urban districts from 65 mph to 70 mph, and allows local authorities to set limits up to 70 mph for arterial highways based on engineering or traffic investigation.

Maintains a maximum speed limit of 65 mph on interstate highways in nonurban areas for vehicles with less than five axles operating at 26,000 pounds or less gross weight.

Requires all speed limit alterations to be based on traffic engineering studies approved by the department and allows the transportation board to override local government traffic studies if disagreement occurs.
