Establishes the Uniform Limited Convention Act in Idaho Code Chapter 16, Title 34, to govern Idaho's participation in an Article V constitutional convention if Congress calls one after receiving applications from 34 states.

Requires Idaho delegates to take an oath prohibiting them from voting on any proposed amendments outside the scope of Idaho's application, with automatic revocation of credentials for violations.

Specifies that Idaho's delegation to an Article V convention shall consist of 7 delegates: 2 appointed by the House of Representatives, 2 by the Senate, and 3 jointly by both chambers, with a 2/3 vote requirement for delegation decisions.

Directs delegates to advocate for convention rules limiting discussion to amendments within the scope of applications and requiring the convention to dissolve immediately after voting on those amendments.

Requires the Secretary of State to certify all delegates in writing after they take the required oath, with no delegate authorized to serve without certification.
