Creates new criminal offense of interference with agricultural production, making it illegal to enter agricultural facilities, obtain records, or make recordings without authorization by force, threat, misrepresentation, or trespass.

Prohibits obtaining employment at agricultural facilities through force, threat, or misrepresentation with intent to cause economic or other injury to facility operations, livestock, crops, personnel, equipment, or business interests.

Establishes broad definition of "agricultural production" covering crop cultivation, livestock breeding, food processing, animal feed manufacturing, and product transportation and sale.

Violation is a misdemeanor punishable by up to one (1) year imprisonment or fine not exceeding $5,000, or both.

Requires courts to impose restitution to victims equal to twice the value of damages resulting from the violation, in addition to any other penalties imposed.
