• Establishes definition and requirements for commercial learner's permits (CLPs), which allow individuals to operate commercial vehicles under supervision of a valid CDL holder for behind-the-wheel training in accordance with 49 CFR 383.5.

• Permits individuals aged 18+ with a valid Idaho Class D license and at least one year driving experience to apply for Class A, B, or C instruction commercial learner's permits after passing required knowledge tests.

• Commercial learner's permit holders cannot take commercial driver's license skills tests until 14 days after initial permit issuance and may renew permits once without retaking knowledge tests if original tests are less than one year old.

• Sets commercial learner's permit application fee at $29.00 and establishes no hazardous material endorsements may be issued on CLPs.

• Amends examination requirements in Section 49-313 to include commercial learner's permit applicants in examinations administered by sheriffs and authorized department agents.
