Adds new Section 55-115 to Idaho Code establishing regulations for homeowner's associations imposing fines on members for covenant and restriction violations.

Requires authority to impose fines be clearly set forth in the covenants and restrictions, and mandates a majority board vote prior to imposing any fine.

Requires written notice by personal service or certified mail to the member at least 30 days prior to the board meeting where the fine vote will be taken.

Prohibits fines if a member begins resolving the violation prior to the meeting and continues addressing it in good faith until fully resolved.

Prohibits using any portion of fines to increase compensation for board members or board agents, while preserving existing authority to recover attorney's fees.
