Establishes a minimum of 900 instructional hours annually for alternative schools serving any grade level, consistent with the requirement for grades 4-8.

Maintains existing minimum instructional hour requirements for other grade levels: grades 9-12 (990 hours), grades 1-3 (810 hours), and kindergarten (450 hours).

Allows school assemblies, testing, and other instructionally related activities involving direct student participation to count toward the required instructional hours.

Permits local school boards to reduce annual instructional hour requirements by up to 22 hours for staff development and up to 11 hours for emergency closures due to adverse weather or facility failures.

Excludes transportation, passing periods, recess, lunch, and activities related to opening/closing school year, grade reporting, and staff meetings from instructional time calculations.
