Beginning in fiscal year 2015, middle school, junior high school and high school students attending multiple school districts or public charter schools may have their attendance counted and divided based on the number of credits enrolled at each entity.

Student attendance across two or more schools cannot result in a total count exceeding one student in average daily attendance.

Private schools and home schools shall not receive state allocation of funds, but public school districts and charter schools may receive average daily attendance funding even if a majority of the student's enrollment is in private or home school.

"Primarily enrolled" is defined as the school district or public charter school in which the student is enrolled for the largest number of credits.

The state board of education is authorized to promulgate rules necessary to implement these provisions.
