Revises the definition of "Emergency Medical Services" (EMS) in Idaho Code Section 56-1012 to clarify that EMS means a system for responding to perceived individual needs for immediate care to prevent loss of life or aggravation of physiological or psychological illness or injury.

Specifies that EMS includes four key components: responding to perceived medical care needs, being prepared to provide interventions within the scope of practice defined by the commission, using an alerting mechanism to initiate response, and offering or advertising response capability.

Explicitly excludes aid rendered by ski patrollers from the definition of EMS as referenced in Idaho Code Section 54-1804(1)(h).

Amends the definition to remove obsolete language describing EMS as "the system utilized in responding to a perceived individual need for immediate care" and replaces it with more specific operational criteria.
