Creates a voluntary Time Sensitive Emergency (TSE) system within the Department of Health and Welfare to coordinate care for trauma, stroke, and heart attack patients through designated regional centers.

Establishes the Idaho Time Sensitive Emergency System Council with representatives from trauma, stroke, and heart attack facilities, EMS agencies, hospitals, emergency physicians, and a public member to develop standards and oversee the statewide system.

Authorizes the council to designate hospitals as trauma, stroke, or heart attack centers based on criteria derived from nationally recognized standards including American College of Surgeons, American College of Cardiology, American Heart Association, and Joint Commission guidelines.

Creates regional TSE committees within established substate regions to implement care protocols, conduct quality improvement activities, provide education and prevention programs, and advise the statewide council.

Expands the existing Trauma Registry to become the TSE Registry to collect data on trauma, stroke, and heart attack cases for system improvement, and defines TSE-related terms including specific definitions for heart attack (STEMI), stroke, and trauma.
