Establishes the "Idaho Legislature's Right to Intervene Act" to grant the legislature standing to participate in lawsuits challenging Idaho statutes or constitutional provisions in state and federal courts.

Authorizes the Speaker of the House and President Pro Tempore of the Senate to jointly intervene on behalf of the legislature as parties to any judicial proceeding challenging an Idaho statute or constitutional provision.

Allows the legislature to defend challenged statutes or provisions independently when the Attorney General declines to defend them, does so inadequately, or fails to present affirmative defenses the legislature relied upon when enacting the law.

Requires the state to indemnify the legislature for all costs and expenses associated with intervening to be heard or defending state law.

Provides that legislative interventions continue despite vacancies in the Speaker or President Pro Tempore offices unless a subsequent officeholder affirmatively withdraws from the intervention by filing with the court.
