Amends Section 49-403A to add an international accessible symbol to purple heart recipient license plates for applicants who qualify as disabled under section 49-410, effective January 1, 2015, with disability symbol plates nontransferable to surviving spouses unless spouse also meets disability requirements.

Creates new Section 49-403C establishing a purple heart recipient motorcycle license plate program effective January 1, 2015, available to motorcycle owners who are veterans or active/retired armed forces, reserve, or Idaho National Guard members.

Purple heart motorcycle plates require proof of entitlement via DD214 form, medal certificate, or military order, plus standard registration and plate fees, with same transfer restrictions as regular purple heart plates.

Surviving spouses of deceased purple heart recipients may retain and display purple heart motorcycle plates on motorcycles they own if the recipient died within 5 years of reapplication.

Purple heart motorcycle plates may include international accessible symbol for disabled recipients, with same nontransferability restrictions as regular purple heart plates with disability symbols.
