Establishes an educational loan repayment program for eligible physicians, psychologists, and mid-level practitioners (nurse practitioners and physician assistants) employed at State Hospital North and State Hospital South.

Program covers outstanding undergraduate, graduate, and medical school loans accrued prior to employment in a qualifying position and is subject to annual legislative appropriation.

Creates a state hospital governing body consisting of the division of behavioral health administrator (chair), both hospital administrators, and the president of the medical staff at State Hospital South to oversee the program and make funding decisions.

Eligible employees must complete 2,080 credited state service hours and maintain satisfactory performance standards before each annual disbursement and must enter into an agreement disclosing loan balances and confirming prior disbursements were used for student loan repayment.

Program provides annual reimbursements for four years with amounts varying by profession: physicians receive $15,000-$25,000 per year; psychologists and mid-level practitioners receive $10,000-$15,000 per year, with higher amounts in years three and four.
