Appropriates $5,627,700 to the Idaho State Lottery from the State Lottery Fund for fiscal year 2015 (July 1, 2014 - June 30, 2015), consisting of $2,890,400 for personnel costs, $2,616,600 for operating expenditures, and $120,700 for capital outlay.

Authorizes no more than 47 full-time equivalent positions for the Idaho State Lottery during the fiscal year 2015 period, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Establishes continuous appropriation for amounts necessary to pay lottery prizes, retailer commissions, advertising and promotional costs, and gaming supplier vendor fees based on sales.

Directs a 1% upward adjustment to the compensation schedule for state employees and continuation of current payline exception job classifications to address recruitment and retention issues.

Encourages agencies to use salary savings from turnover, attrition, or operational innovations to fund merit increases and provide a one-time 1% bonus equivalent for state employees, with priority on targeting employees below policy compensation levels.
