Appropriates $11,167,100 to the Division of Building Safety for fiscal year 2015 (July 1, 2014 - June 30, 2015) from State Regulatory Fund ($9,937,900), Miscellaneous Revenue/Industrial Safety Fund ($746,700), Miscellaneous Revenue/Logging Fund ($438,400), and Federal Grant Fund ($44,100).

Limits Division of Building Safety to a maximum of 121 full-time equivalent positions during the fiscal year period, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Directs adjustment of compensation schedule upward by 1% to move salary structure toward market competitiveness and continuation of job classifications currently on payline exception for recruitment or retention purposes.

Authorizes funding for an ongoing 1% salary increase for state employees plus equivalent of a one-time 1% merit-based bonus with flexible distribution determined by agency directors.

Encourages agency directors to use salary savings from turnover, attrition, or reorganization to provide merit increases and target below-policy compensation employees, with one-time funding used only for one-time payments.
