Adds Section 67-412 to Idaho Code allowing a legislator to designate a qualified person to assume the powers and duties (but not the office) when temporarily unable to perform official responsibilities.

Requires that any temporary substitute designated by a legislator must be qualified under the Idaho Constitution and statutes to hold the legislator's office, with such qualification verified by the legislator.

Specifies that the temporary substitute serves only until the incumbent legislator resumes duties or a vacancy occurs in the office.

Provides that in the event of an attack as defined in Section 67-415 (Idaho Code), the emergency interim legislative succession act applies instead of this provision.
