Appropriates $200,000 from the General Fund to the Department of Correction's Management Services Program to cover legal fees in the Walter D. Balla et al. v. Idaho State Board of Correction court case for fiscal year 2014.

Appropriates $40,600 from the General Fund for the Correctional Alternative Placement Program and $407,500 for the County and Out-of-State Placement Program to cover inmate housing costs for fiscal year 2014.

Transfers $943,425.60 from the Substance Abuse Treatment Fund within the Supreme Court to the Department of Correction's Substance Abuse Treatment Fund.

Appropriates $818,900 from the Substance Abuse Treatment Fund for the Community-Based Substance Abuse Treatment Program and $1,195,500 for the Medical Services Program ($1,045,500 from General Fund and $150,000 from Miscellaneous Revenue Fund) for fiscal year 2014.

Reduces the appropriation for Private Prisons by $502,300 from the General Fund to remove one-time savings at the Idaho Correctional Center for fiscal year 2014.
