• Creates the "Student Data Accessibility, Transparency and Accountability Act of 2014" to protect student privacy while allowing educators to access necessary information for educational purposes.

• Requires the State Board of Education to create and annually update a public data inventory listing all student data fields collected, including their purpose, and prohibits collection of data without current educational justification.

• Establishes strict access controls limiting student data to authorized staff, vendors performing assigned duties, students and parents, and other state agencies as required by law, with all data-sharing agreements reported annually to the legislature.

• Restricts out-of-state transfer of confidential student data with limited exceptions for student transfers, out-of-state higher education, migrant students, and vendor contracts with express parental consent requirements for secondary uses of data.

• Imposes civil penalties up to $50,000 per violation for unauthorized data release and requires school districts to adopt a state-developed model policy governing data collection, access, security and use, with the same penalty for noncompliance.
