Appropriates $11,655,600 for health education programs including Washington-Idaho Veterinary Education ($2,051,300), WWAMI Medical Education ($3,962,000), Idaho Dental Education Program ($1,705,500), University of Utah Medical Education ($1,333,600), Family Medical Residencies ($2,241,800), Boise Internal Medicine ($240,000), and Psychiatry Education ($121,400) for the period July 1, 2014 through June 30, 2015.

Authorizes a 1% upward adjustment to the compensation schedule, continuation of current payline exception job classifications for recruitment and retention, and funding for an ongoing 1% salary increase plus a one-time 1% bonus for state employees based on merit with agency director discretion.

Limits the State Board of Education and Board of Regents to no more than 21.3 full-time equivalent positions during fiscal year 2015, unless specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Exempts Health Education Programs from transfer limitations between object codes for dedicated fund moneys, while prohibiting transfers between different funds without express legislative approval.

Reappropriates unexpended and unencumbered dedicated fund balances from fiscal year 2014 for use in nonrecurring expenditures during fiscal year 2015.
