Appropriates $5,477,700 total to five medical boards (Dentistry, Medicine, Nursing, Pharmacy, and Veterinary Medicine) for fiscal year 2015 from the State Regulatory Fund, with $2,985,200 for personnel costs, $2,430,400 for operating expenditures, and $62,100 for capital outlay.

Authorizes maximum full-time equivalent positions of 3.6 for Board of Dentistry, 13.8 for Board of Medicine, 11 for Board of Nursing, 14 for Board of Pharmacy, and 2 for Board of Veterinary Medicine, unless Governor approval is obtained.

Requires 1% upward adjustment to compensation schedule to move salary structure toward market and continuation of current payline exception job classifications for recruitment and retention.

Directs funding of ongoing 1% salary increase for state employees and equivalent of one-time 1% merit-based bonus with distribution flexibility determined by agency directors.

Encourages agency directors to reinvest salary savings from turnover, attrition, or reorganization into merit increases for deserving employees and those below policy compensation levels, using one-time funds for one-time payments and ongoing funds for permanent increases.
