Appropriates $107,500,800 to the Department of Health and Welfare's Public Health Services Division for fiscal year 2015 (July 1, 2014 through June 30, 2015), distributed across physical health services ($91,385,500), emergency medical services ($11,438,900), and laboratory services ($4,676,400).

Authorizes no more than 213.5 full-time equivalent positions for the Public Health Services Division during fiscal year 2015, with the Joint Finance-Appropriations Committee to be notified of any increased positions authorized by the Governor.

Prohibits transfer of funds budgeted for trustee and benefit payments to any other expense class during fiscal year 2015.

Declares legislative intent that any General Funds appropriated for TRICARE vaccines must be used solely for that purpose, with unexpended amounts reverted to the General Fund at fiscal year end.

Directs a 1% upward adjustment to the compensation schedule for state employees, continuation of payline exception job classifications, and funding for a 1% ongoing salary increase plus a one-time 1% merit-based bonus, with flexibility in distribution determined by agency directors.
