Adds new Chapter 58 to Title 33, Idaho Code, establishing comprehensive restrictions on collection, use, and disclosure of student and teacher educational data by state agencies, districts, and education institutions.

Prohibits collection of sensitive information including psychological data, noncognitive skills assessments, biometric records, affective computing data, political affiliations, mental health details, sexual behavior information, and religious beliefs without written parental consent.

Requires state agencies, districts, and education institutions to publicly disclose on websites the types of personally identifiable information maintained, including data transfers to cloud computing providers, with annual notification to parents, eligible students, and legislative education committees.

Restricts disclosure of personally identifiable student and teacher data to third parties without written consent, prohibits commercial use of education records, bans predictive modeling except for dropout-prevention programs, and prohibits video monitoring of classrooms without school board approval and written consent.

Establishes penalties up to $1,000 for first violations and up to $10,000 for subsequent violations by organizations or entities other than state agencies or school districts, with enforcement authority granted to the attorney general.
