Appropriates $153,300 from the General Fund to the Office of the Lieutenant Governor for fiscal year 2015 (July 1, 2014 through June 30, 2015), consisting of $141,000 for personnel costs and $12,300 for operating expenditures.

Limits the Office of the Lieutenant Governor to no more than three (3) full-time equivalent positions during fiscal year 2015, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Exempts the Office of the Lieutenant Governor from object transfer limitations, allowing unlimited transfers between budget object codes for all appropriated moneys, though legislative appropriations cannot be transferred between funds without express legislative approval.

Directs a 1% upward adjustment to the compensation schedule to move salary structure toward market rates and authorizes an ongoing 1% salary increase for state employees plus a one-time 1% merit-based bonus with distribution flexibility determined by agency directors.

Encourages agency directors and the Division of Financial Management to reinvest salary savings from turnover, attrition, or reorganization into merit increases and compensation adjustments for deserving employees and those below policy compensation levels.
