Appropriates $726,800 to the State Independent Living Council for fiscal year 2015 (July 1, 2014 through June 30, 2015), distributed across General Fund ($98,600), State Independent Living Council Dedicated Fund ($253,400), and Federal Grant Fund ($374,800)

Authorizes no more than 4 full-time equivalent positions during the fiscal year 2015 period, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification

Directs the State Controller to transfer all unexpended and unencumbered balances from the State Independent Living Council Federal Fund (0291-03) to the Federal Grant Fund (0348) on or before July 1, 2014

Expresses legislative intent to fund competitive state employee compensation through a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications, and 1% ongoing salary increases plus equivalent one-time 1% bonuses based on merit

Encourages agency directors to reinvest salary savings from turnover, attrition, or innovation into merit increases for deserving employees and those below policy compensation levels
