Appropriates $21,489,600 to the Idaho Attorney General for fiscal year 2015 (July 1, 2014 through June 30, 2015) across three programs: State Legal Services ($19,202,800), Internet Crimes Against Children ($1,617,400), and Special Litigation ($669,400).

Authorizes the Attorney General to employ no more than 194.6 full-time equivalent positions during fiscal year 2015, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Exempts the Attorney General from transfer limitations, allowing unlimited transfers between object codes and between programs for all appropriated moneys, except that transfers between different funds require express Legislative approval.

Directs a 1% upward adjustment to the compensation schedule to move toward market salaries and continues job classifications on payline exception for recruitment and retention purposes.

Provides for an ongoing 1% salary increase for state employees and funding equivalent to a one-time 1% bonus based on employee merit, with distribution flexibility determined by agency directors.
