Repeals the existing Special Committee on Health Care (Section 67-456, Idaho Code) and replaces it with a Special Committee on Criminal Justice Reinvestment Oversight.

Committee composition: 5 Senate members (including Senate Judiciary and Rules Committee chair, 2 majority party, 2 minority party) and 5 House members (including House Judiciary, Rules and Administration Committee chair, 2 majority party, 2 minority party); cochairs are the two judiciary committee chairs.

Committee responsibilities include monitoring and studying all aspects of Idaho's criminal justice system, performance measures under the justice reinvestment act, data-driven policies to improve public safety, reduce recidivism, and reduce corrections spending.

Committee must report annually to the legislature by February 1 with findings and recommendations on any aspect of the state criminal justice system.

Committee members receive compensation at legislative council rates; non-legislative advisors are not reimbursed from legislative funds and have no voting privileges; committee terminates after reporting to the 2019 Idaho legislature.
