Establishes a 30-member Assessment Item Review Committee appointed by the state board of education, with 5 members from each of Idaho's 6 education regions.

Committee membership includes 2 parents, 1 teacher, 1 school administrator, and 1 school/charter board member from each region, selected from public schools and public charter schools.

Committee reviews all summative computer adaptive test questions for bias and sensitivity, and makes recommendations to the state board and department of education to revise or eliminate questions, with the state board making final decisions.

Committee members serve 4-year terms staggered so approximately half are appointed every 2 years, receive no compensation, and the state department of education provides staff support.

Committee must receive test questions with at least 30 days to review them before the assessment is administered to students.
