Appropriates $8,068,000 to Idaho Public Television for fiscal year 2015 (July 1, 2014 through June 30, 2015), comprised of $4,159,600 for personnel costs, $3,550,200 for operating expenditures, and $358,200 for capital outlay.

Limits Idaho Public Television to a maximum of 60 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Directs adjustment of compensation schedules upward by 1% and funding of an ongoing 1% salary increase for state employees plus the equivalent of a one-time 1% bonus based on merit.

Authorizes continuation of existing payline exception job classifications to address recruitment or retention issues.

Encourages agency directors to reinvest salary savings from turnover, attrition, or operational efficiencies into merit increases for deserving employees and those below policy compensation levels.
