Appropriates $92,098,300 to the Department of Health and Welfare for Child Welfare and Services for the Developmentally Disabled for fiscal year July 1, 2014 through June 30, 2015, including $46,646,700 for personnel costs, $12,320,400 for operating expenditures, $49,800 for capital outlay, and $33,081,400 for trustee and benefit payments.

Authorizes 388.75 full-time equivalent positions for Child Welfare, 176.96 for Services for the Developmentally Disabled, and 176.75 for Southwest Idaho Treatment Center, with any increased positions requiring Governor authorization and notification to the Joint Finance-Appropriations Committee.

Prohibits transfer of funds budgeted for trustee and benefit payments to other expense classes during fiscal year 2015 and declares the department shall provide services only to the extent of appropriated funding and available resources.

Establishes that the Department of Health and Welfare is responsible for educating school-age children in its custody, including paying $71.05 per student per educational day if placed in licensed residential treatment facilities with non-public accredited schools, with an estimated fiscal impact of $690,000 from existing appropriations.

Directs employee compensation adjustments including a 1% upward adjustment to compensation schedules, continuation of payline exception job classifications for recruitment and retention, and a 1% ongoing salary increase plus equivalent one-time 1% bonus based on employee merit.
