Appropriates $6,640,900 to five regulatory boards for fiscal year 2015 (July 1, 2014 through June 30, 2015), allocated across personnel costs ($4,057,500), operating expenditures ($2,527,900), capital outlay ($3,000), and trustee/benefit payments ($52,500).

Limits full-time equivalent positions for fiscal year 2015: Board of Accountancy (4), Board of Professional Engineers & Land Surveyors (4), Bureau of Occupational Licenses (35), Outfitters and Guides Licensing Board (6), and Real Estate Commission (15).

Requires the Governor to approve any increases to authorized FTP positions and mandates the Joint Finance-Appropriations Committee be notified of any increases authorized.

Directs compensation adjustments including a 1% upward adjustment to the compensation schedule, continuation of existing payline exceptions for recruitment/retention, an ongoing 1% salary increase for state employees, and a one-time 1% bonus based on employee merit.

Encourages agency directors to reinvest salary savings from turnover and attrition into merit increases and to target employees below policy compensation levels, while cautioning that one-time funding be used for one-time payments only.
