Amends Section 7-704, Idaho Code, to establish conditions for demonstrating "more necessary public use" when taking property already appropriated to public use through eminent domain.

Requires the party seeking eminent domain to show it can operate the property without materially or unreasonably impairing existing necessary public uses.

Establishes four alternative grounds to justify taking: the current property holder is failing to perform an authorized public function, operations endanger public health and safety, taking protects taxpayers or ratepayers from substantial unnecessary expense, or taking is in the overall best interests of the public.

Requires a public meeting with 10 days' notice published in newspapers of general circulation in affected counties before taking electrical transmission lines exceeding 230 kilovolts over privately-owned agricultural property.
