Appropriates $26,479,400 to the University of Idaho's Agricultural Research and Cooperative Extension Service for fiscal year 2015 (July 1, 2014 through June 30, 2015), consisting of $22,734,400 for personnel costs, $3,595,000 for operating expenditures, and $150,000 for capital outlay.

Directs a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications for recruitment and retention, and funding for an ongoing 1% salary increase plus a one-time 1% merit-based bonus for state employees with distribution flexibility determined by agency directors.

Exempts the Agricultural Research and Cooperative Extension Service from Idaho Code Section 67-3511(1) and (3) limitations, allowing unlimited transfers between object codes for fiscal year 2015, provided legislative appropriations are not transferred between different funds without express legislative approval.

Reappropriates any unexpended and unencumbered balances of dedicated funds and federal funds from fiscal year 2014 to the Agricultural Research and Cooperative Extension Service for nonrecurring expenditures during fiscal year 2015.
