Appropriates $33,578,500 to Idaho community colleges for fiscal year 2015 (July 1, 2014 - June 30, 2015): College of Southern Idaho receives $12,465,300; College of Western Idaho receives $10,572,100; North Idaho College receives $10,541,100.

Exempts the State Board of Education for Community Colleges from Idaho Code Section 67-3511 restrictions, allowing unlimited transfers between object codes and between programs for all appropriated moneys during fiscal year 2015.

Directs community college compensation adjustments to include a 1% upward adjustment to the compensation schedule, continuation of payline exception job classifications, and funding for both an ongoing 1% salary increase and one-time 1% bonus for state employees based on merit.

Authorizes the Office of the State Board of Education to expend up to $70,000 from General Fund appropriations for system-wide needs including accountability projects and information transfer initiatives throughout the higher education system.
