Appropriates $62,954,000 to the Division of Professional-Technical Education for fiscal year 2015 (July 1, 2014 through June 30, 2015) across five program categories: State Leadership & Technical Assistance ($2,513,900), General Programs ($16,286,200), Postsecondary Programs ($38,628,000), Underprepared Adults/Displaced Homemakers ($1,917,300), and Related Services ($3,608,600).

Directs employee compensation increases including a 1% upward adjustment to the compensation schedule, continuation of current payline exceptions for recruitment and retention, and funding for an ongoing 1% salary increase plus an equivalent one-time 1% merit-based bonus for state employees.

Exempts the Division's Postsecondary Program from appropriation object transfer limitations under Idaho Code Section 67-3511(1) and (3) for fiscal year 2015, allowing unlimited transfers between object codes while prohibiting transfers between different funds without legislative approval.

Reappropriates any unexpended and unencumbered balances from dedicated funds and federal funds appropriated for fiscal year 2014 to be used for nonrecurring expenditures during fiscal year 2015.

Directs that ongoing General Programs funding be used to increase secondary schools added-cost unit values for Agriculture Science and Technology Programs and Agriculture Science/Mechanics Programs from $10,260 to $15,000, and increase unit values by 5% for all other secondary programs.
