Appropriates $5,629,200 to the Office of the State Board of Education for fiscal year 2015 (July 1, 2014 through June 30, 2015), including $5,301,800 for OSBE Administration and $327,400 for Charter School Commission.

Authorizes no more than 23.75 full-time equivalent positions during the appropriation period, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Directs a 1% upward adjustment to compensation schedules, continuation of payline exceptions for recruitment and retention, and funding for a 1% ongoing salary increase plus a one-time 1% merit-based bonus for state employees.

Reappropriates any unexpended and unencumbered federal fund balances from fiscal year 2014 for nonrecurring expenditures during fiscal year 2015.

Authorizes up to $30,000 in General Fund moneys for special committees under State Board of Education oversight to study K-12 public school structure and funding topics, with a report required by January 1, 2015.
