Appropriates $220,512,600 to the Department of Correction for fiscal year 2015 (July 1, 2014 through June 30, 2015) across multiple funds including General Fund, Inmate Labor Fund, and Federal Grant Fund.

Authorizes the Department of Correction no more than 1,610.35 full-time equivalent positions during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Exempts the Idaho Correctional Center from object transfer limitations to allow conversion from privately-operated to publicly-operated facility, though legislative appropriations cannot be transferred between funds without express legislative approval.

Directs any unexpended General Fund balance appropriated to the privately-operated Idaho Correctional Center to be returned to the General Fund after final payment to Corrections Corporation of America.

Expresses legislative intent to fund competitive employee compensation through a 1% compensation schedule adjustment, continued payline exceptions for recruitment and retention, and a 1% ongoing salary increase plus equivalent one-time merit bonus for state employees.
