Appropriates $2,033,290,000 to the Department of Health and Welfare for Medicaid programs during fiscal year 2015 (July 1, 2014 through June 30, 2015), distributed across four programs: Medicaid Administration and Medical Management ($61,365,700), Coordinated Medicaid Plan ($328,179,300), Enhanced Medicaid Plan ($1,111,711,500), and Basic Medicaid Plan ($532,033,500).

Limits the Department to a maximum of 210 full-time equivalent positions for the Medicaid Administration and Medical Management Program, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Requires the Department to deliver monthly budget tracking reports comparing appropriated amounts to actual expenditures and forecasted remaining expenditures, and quarterly reports on House Bill No. 260 implementation status and Medicaid managed care integration progress.

Restricts transfers of trustee and benefit payment funds to only within the four Medicaid programs (not exceeding 10% among them) and prohibits transfers to other departmental programs or expense classes.

Provides legislative intent on employee compensation, directing 1% compensation schedule adjustments, continuation of payline exceptions for recruitment/retention, and funding for ongoing 1% salary increases and one-time merit-based bonuses.
