Appropriates $2,559,100 to the Department of Correction for fiscal year 2015 (July 1, 2014 through June 30, 2015), including $1,682,200 for personnel costs, $820,100 for operating expenditures, and $56,800 for capital outlay.

Reduces the appropriation to the Department of Correction's Community Supervision Program from the Parolee Supervision Fund by $1,192,600 for personnel costs for fiscal year 2015.

Increases the Department of Correction's full-time equivalent position authorization by 7.5 positions and the Commission for Pardons and Parole's authorization by 1 position for fiscal year 2015.

Appropriates $225,000 to the Commission for Pardons and Parole from the General Fund ($100,000 for personnel, $100,000 for operating expenditures, $25,000 for capital outlay).

Directs that Community-Based Substance Abuse Treatment Services Program funds be used for treatment, drug testing, and cognitive programming to reduce offender recidivism, and that Commission funds support a qualified information technology position to assess needs and integrate systems with the Department of Correction.
