AI Summary
-
Idaho petitions Congress to call an Article V constitutional convention limited to proposing a balanced budget amendment requiring federal appropriations to not exceed estimated federal revenues in any fiscal year, except during national emergencies.
-
The resolution cites the national debt exceeding seventeen trillion dollars and the federal government's repeated failure to curtail spending to match available revenues as justification for constitutional restraint on federal spending.
-
Idaho's application is to be aggregated with existing balanced budget amendment applications from 20 other states (Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Indiana, Iowa, Kansas, Maryland, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, and Texas) toward the two-thirds threshold required to call a convention.
-
The application constitutes a continuing petition under Article V until at least two-thirds of all states make applications on the same subject and supersedes all previous Idaho applications on the balanced budget amendment.
-
The Secretary of the Senate must distribute copies of the resolution to the Secretary of State, all state legislatures, the Speaker of the House, the President of the Senate, and Idaho's congressional delegation.
