Amends Idaho Code Section 37-2726 to clarify that prescription monitoring program records may only be released upon a lawful order issued by a presiding judge in a court of competent jurisdiction.

Changes language in subsection (2)(g) from "upon the a lawful order of" to "upon the a lawful order issued by the presiding judge" to explicitly require judicial authorization.

Maintains existing authorization for access to prescription monitoring program records by authorized state and federal officials, healthcare practitioners, pharmacists, and individuals accessing their own records.

Preserves criminal penalties for misrepresenting eligibility to access database records (up to 6 months jail or $2,000 fine) and for unauthorized disclosure of prescription information.

Requires board to maintain records of all individuals who request or receive information from the database, including identification, information provided, and date and time of requests.
