Creates a new procedure allowing any party claiming an interest in a vehicle to request the Idaho Transportation Department place a "title stop" on the vehicle's title record to prevent transfer during ownership disputes.

Requires requestors to submit documentation supporting their claim and pay a required fee, with verbal requests valid for up to 5 business days if followed by written documentation.

Mandates requestors provide evidence of a judicial filing within 30 days of the title stop being placed or the stop will be automatically cancelled by the department.

Allows title applications with a properly completed affidavit of repossession to proceed despite a title stop, and requires the department to notify the titled owner and any lienholders of the stop placement.

Exempts governmental agencies from the 30-day evidence requirement and fee, allowing their title stops to remain valid for 2 years unless renewed; all provisions effective July 1, 2015.
