Amends Section 49-402, Idaho Code to add reference to a new special license plate program and make technical corrections to annual vehicle registration provisions.

Creates Idaho Friends of the National Rifle Association license plates available to vehicle owners effective July 1, 2015, subject to department approval and not applicable to vehicles over 26,000 pounds gross weight.

Charges $35.00 initial fee and $25.00 annual renewal fee for the special plates, in addition to regular registration fees, with $13.00 from each fee deposited in the state highway account and remaining amounts transferred to the National Rifle Association Foundation Idaho State Grant Fund.

Allows transfer of plates to another vehicle upon payment of required transfer fees and establishes design standards requiring approval from both the Idaho Transportation Department and the National Rifle Association secretary.

Permits purchase of sample Idaho Friends of the National Rifle Association license plates for $30.00, with $13.00 to the state highway account and $17.00 to the National Rifle Association Foundation Idaho State Grant Fund, at no additional charge for personalization.
