Amends Section 49-402, Idaho Code to add a reference to new Section 49-420N regarding Rocky Mountain Elk Foundation license plates in the list of special plate programs subject to program fees.

Creates new Section 49-420N authorizing vehicle owners to purchase Rocky Mountain Elk Foundation license plates in lieu of regular plates, with eligibility limited to vehicles with a maximum gross weight not exceeding 26,000 pounds.

Establishes fees of $35.00 for initial plate issuance and $25.00 for annual renewal, with $13.00 of each fee deposited to the state highway account for program administration and $22.00 (initial) or $12.00 (renewal) transferred to the Rocky Mountain Elk Foundation office in Boise.

Directs Rocky Mountain Elk Foundation funds to support habitat conservation education, hunting ethics and wildlife management, habitat enhancement projects, outdoor skills programs, and national foundation initiatives benefiting Idaho.

Authorizes sample plates to be purchased for $30.00, with $13.00 going to the state highway account and $17.00 going to the Rocky Mountain Elk Foundation.
